Rural House Checklist for Korea: 8 Records to Check (2026)
By the RuralRoof Editorial Team · Last updated 2026-10-16 · 10 official sources
Rural houses in Korea are cheap for reasons a listing photo never shows. The road may not count as a road, the extension may not exist on paper, and the field may be farmland.
Each of those problems shows up in a public record you can read before paying a deposit. This checklist lists the eight records, where to get them and what each one catches.
- Pull the registry (등기사항증명서) and building register (건축물대장) and compare owner, area and structures [5] [6].
- Check the cadastral map: the plot must touch a road for at least 2 m, and a legal road is at least 4 m wide (Building Act Arts. 44, 2) [1].
- Land farmed in practice is farmland whatever its category, and buying it needs a farmland certificate (Farmland Act Arts. 2, 8) [2].
- Confirm water and sewage: a pumped well needs a permit or report, and a house off the sewer needs its own treatment system [3] [4].
What should you check before buying a rural house in Korea?
Eight public records, read together. Each answers one question a listing leaves open. Six are online; water and sewage records come from the county office [5] [6] [7] [8].
| Record | Where | What it catches |
|---|---|---|
| Registry (등기사항증명서) | 인터넷등기소 | Owner, mortgages, seizures, shared (지분) ownership |
| Building register (건축물대장) | 정부24 | Missing buildings, area mismatches, recorded violations |
| Land-use plan (토지이용계획) | 토지이음 | Zoning, farmland zones, military or permit zones |
| Cadastral map (지적도) | 토지이음 | Whether the plot touches a legal road (맹지) |
| Land category (지목) | 토지이음 / land register | 전·답·과수원 that need a farmland certificate |
| Water source | County office | Unregistered wells |
| Sewage | County office | No private treatment system (정화조) |
| Nearby sales (실거래가) | MOLIT 실거래가 공개시스템 | Asking prices far above recent deals |
The sections below take the records one at a time. For example, the cadastral map check on 토지이음 takes minutes and decides whether the house can be rebuilt.
Who really owns the house and the land?
The registry tells you. Pull the 등기사항증명서 for the land and, separately, for the building from the Supreme Court's 인터넷등기소 [5].
Read three things: the owner's name against the seller's ID, any mortgage (근저당) or seizure (가압류), and whether ownership is split into shares (지분). A share means other owners must agree to the sale.
In practice, some rural lots show a registered plot of land with no registered building on it. That gap is the first sign to check the building register closely.
Does the building legally exist?
Only if the building register (건축물대장) shows it. Issue the register from 정부24 and compare its floor area and structures with what you see on site [6].
Building or substantially repairing a house needs a permit from the county (Building Act Art. 11), or a report for listed small works such as extensions up to 85 m² (Art. 14) [1].
A storage room, sunroom or second house that appears on site but not on the register may have been built outside that process. When the county orders a correction, the violation is written on the register itself (Art. 79(4)) [1].
Can a car legally reach the plot?
Check the cadastral map. The Building Act requires a building plot to touch a road for at least 2 m, and defines a road as one at least 4 m wide [1].
“A building site shall abut a road (excluding roads used only by motor vehicles) for 2 metres or more.”
A legal road is one designated under planning or road law, or one the county designated when it permitted a building (Art. 2(1)11) [1]. A farm track that cars use every day may be neither.
A plot with no legal road access is called 맹지. It may hold an old house, but rebuilding or a new permit runs into Article 44. The exceptions are narrow, such as a 농막 farm shed [1].
Is any of the land farmland?
Check both the category and the use. The Farmland Act treats land as farmland if it is actually farmed, whatever its registered category (Art. 2) [2].
Buying farmland needs a farmland acquisition certificate (농지취득자격증명) from the town or township office, with a farming plan (Art. 8) [2].
Rural sales often bundle a house plot (대) with a vegetable field (전) on a separate lot. Each lot is checked on its own, so the certificate applies to the field even when the house plot needs none.
Foreign buyers face an extra committee review; see buying a house in South Korea as a foreigner.
What zoning restrictions apply to the parcel?
The land-use plan lists them. Enter the lot number (지번) on 토지이음 and read the designations under the national planning law and other laws [7].
Rural designations to look for include agricultural promotion areas, military installation protection zones and land-transaction permit zones. Each changes what you may build or who may buy.
However, the plan shows designations, not the condition of the land. Pair it with a site visit, ideally after rain, to see drainage and slope.
Where do the water and sewage go?
Ask the county office before you sign. A rural house off the public networks relies on a private well and a private sewage system.
Developing groundwater needs a county permit, except for listed cases such as a household well without a pump (Groundwater Act Art. 7) [3]. Some uses need a report instead of a permit (Art. 8) [3].
A building that discharges sewage must install a private sewage treatment facility (개인하수처리시설) unless it connects to the public sewer (Sewerage Act Art. 34) [4].
Is the asking price in line with nearby sales?
Compare it with recorded deals. MOLIT's 실거래가 공개시스템 lists reported sale prices for detached and multi-unit houses by area [8].
Every sale is reported within 30 days of the contract under Article 3 of the Act on Report on Real Estate Transactions, so recent deals appear within weeks [9].
Add the costs a price hides. According to the Local Tax Act, acquisition tax on a home up to KRW 600 million is 1% (Art. 11), before local surtaxes [10].
In what order should you run the checks?
Cheapest first, deposit last. The order below stops a bad deal at the earliest record that shows the problem.
- 토지이음: land-use plan and cadastral map for every lot in the sale [7].
- Registry for land and building: owner, mortgages, shares [5].
- Building register: area, structures, violations [6] [1].
- Farmland check on any 전·답·과수원 or farmed lot [2].
- County office: well and sewage records [3] [4].
- 실거래가: nearby deals against the asking price [8].
- Only then: contract, deposit and the 30-day report [9].

Frequently Asked Questions
What is 맹지 in Korean real estate?
Land with no legal road access. The Building Act requires a building plot to touch a road at least 4 m wide for 2 m or more, so 맹지 blocks most new building permits [1].
Can I buy a rural house with no building register?
You can sign, but you are buying a structure the county has no record of. Building or major repairs need a permit or report under Building Act Arts. 11 and 14 [1].
Where do I get a building register in Korea?
From 정부24 (gov.kr), the government's online service portal, for any address [6].
Does a vegetable field next to the house need a farmland certificate?
Yes if the land is farmland. The Farmland Act counts land actually farmed as farmland, whatever its registered category [2].
How do I check what nearby rural houses sold for?
On MOLIT's 실거래가 공개시스템, which lists reported sale prices by area and housing type [8].
Does an old rural house need a septic tank?
A building that discharges sewage needs a private treatment facility unless it is connected to the public sewer (Sewerage Act Art. 34) [4].
