Rural House Renovation Cost in Korea: Permits & Aid (2026)
By the RuralRoof Editorial Team · Last updated 2026-10-20 · 10 official sources
Rural house renovation cost in Korea depends less on wallpaper and more on paperwork. Structural work, the roof, the septic tank and the well each follow their own law, and each can add cost the asking price never shows.
This guide reads those laws and the official support schemes. It shows which works need a report or a permit, what public money exists, and where a renovation budget usually breaks.
- RuralRoof found no official price per square metre for house renovation, so the real cost comes from contractor quotes; the official figures cover support schemes [7] [9].
- Structural work (대수선) on a house under 200 m² and under three storeys needs only a building report, not a permit (Building Act Art. 14) [1].
- Slate roof removal aid was raised in 2023 to up to ₩7 million per building for ordinary households, and paid in full for vulnerable households [9].
- A new septic tank needs an advance report to the county, and a pumped well needs a report or a permit, depending on its size [3] [5] [6].
How much does it cost to renovate a rural house in Korea?
RuralRoof found no official per-square-metre figure. The official sources here give support amounts, loan terms and legal rules, not renovation prices, so your budget starts with written quotes [7] [9].
What the public sources do give are the numbers that change a budget: subsidy caps, loan terms and penalties. RuralRoof collected them in one table.
| Item | Official figure | Source and year |
|---|---|---|
| Slate roof removal, ordinary household | Up to ₩7 million per building | Ministry of Environment, 2023 [9] |
| Slate roof removal, vulnerable household | Full cost | Ministry of Environment, 2023 [9] |
| Rural house improvement loan | Up to ₩100 million, 2% interest | MAFRA, 2023 [7] |
| Loan repayment | 1-year grace + 19 years, or 3 + 17 | Gov24 (Gimje), 2026 [8] |
| Failing to file a building report | Fine up to ₩50 million | Building Act Art. 111 [1] |
Which renovation works need a report or a permit?
Structural work and extensions do; interior finishes do not. The Building Act requires a permit for building or major repair (대수선), but small houses can file a simpler report instead (Arts. 11, 14) [1].
Major repair has a fixed list. It includes changing 30 m² or more of a load-bearing wall, changing three or more columns, beams or roof trusses, and changing 30 m² or more of exterior finish (Decree Art. 3-2) [2].
| Work | What the law requires |
|---|---|
| Extension of 85 m² or less of floor area | Building report (Art. 14(1)1) |
| Major repair of a building under 200 m² and under 3 storeys | Building report (Art. 14(1)3) |
| Major repair of a larger building | Building permit (Art. 11(1)), unless a decree exception applies |
| Wallpaper, ceiling or floor finishes | Defined as interior work (실내건축, Art. 2(1)20), not major repair |
The county must tell you within 5 days whether it accepts the report. A report lapses if work does not start within one year (Art. 14(3), (5)) [1].
Do you need an architect to renovate a rural house?
Usually not for a small house. Design for reported or permitted work must come from a licensed architect, except for small extensions and major repair of small buildings (Building Act Art. 23) [1].
- No architect needed: an extension, rebuild or reconstruction with less than 85 m² of floor area (Art. 23(1)1) [1].
- No architect needed: major repair of a building under 200 m² and under three storeys (Art. 23(1)2) [1].
- Architect needed: other work that requires a permit or a report (Art. 23(1)) [1].
Note the edge case. The report rule covers extensions of 85 m² or less, but the architect exemption covers less than 85 m². An extension of exactly 85 m² needs both a report and an architect [1].
What happens if you renovate without a report?
You risk a fine and repeated penalty charges. Failing to file a required report can bring a fine of up to ₩50 million (Building Act Art. 111) [1].
If the county orders a correction and you do not comply, it can levy a compliance charge (이행강제금). For unpermitted or unreported building, the charge is based on the tax standard value per m² and the area in breach (Art. 80) [1].
For a house of 60 m² or less, the charge is set by county ordinance within half of the standard amount. The county can repeat it up to twice a year until you comply (Art. 80(1), (5)) [1].
After reported or permitted work ends, you apply for use approval (사용승인) before using the building (Art. 22) [1]. Unrecorded extensions also create registry gaps; see the unregistered building guide.
What does slate roof removal cost, and who pays?
Public money pays much of it. In 2023 the Ministry of Environment raised removal aid for ordinary households from ₩3.52 million to up to ₩7 million per building [9].
According to the same release, vulnerable households received full removal support. The scheme is 50% funded by the state, with smaller houses prioritised [9].
Roof replacement was a separate line. In 2022 the ministry listed ₩10 million per building for vulnerable households and ₩3 million for ordinary ones [9].
Local governments run the projects themselves or entrust them to specialist bodies, the ministry stated in 2024 [10]. Amounts and dates therefore change by county and year, so check your county's current notice.
When do you need a new septic tank or well?
When the house discharges sewage and is not on a public sewer, it needs a private treatment facility, reported to the county in advance (Sewerage Act Art. 34) [3].
Size decides the type. Outside a sewage treatment area, a building producing 2 m³ of sewage a day or less needs a septic tank (정화조); above 2 m³ it needs a sewage treatment facility (Decree Art. 24) [4].
Changing the capacity or structure, or replacing the tank body, also needs a report (Decree Art. 24(1)) [4].
Wells follow the Groundwater Act. A household well with no pump needs no permit. A pumped well of up to 100 tons a day, with an outlet pipe of 40 mm or less, needs a report; larger ones need a permit (Art. 7, 8; Decree Art. 13) [5] [6].
Provinces may lower that 100-ton limit by up to half through an ordinance (Decree Art. 13(4)) [6].
A permit application needs a groundwater impact survey by a registered survey body (Art. 7(2)) [5]. That survey is a cost to price in.
Can you get a low-interest loan to renovate a rural house?
Yes. The rural house improvement programme (농촌주택개량사업) lends up to ₩100 million for improvement and ₩200 million for a new build, at 2%, for up to 20 years [7].
“Loans are available for improving or newly building a house where a building report under the Building Act is required.”
From 2023, owners of one house may also apply when they improve an empty rural house. The ministry also announced acquisition tax relief of up to ₩2.8 million [7].
The actual amount depends on the lender's (NongHyup) credit rules. Gimje City's 2026 entry offers a 2% fixed or a variable rate, and applications go through the local eup or myeon office [7] [8].
How do you plan a renovation budget before you buy?
Price the legal steps first, then the finishes. The process takes one visit to the county office and a few written quotes.
- Read the building register: floor area and storeys decide report or permit [1].
- List any structural work and match it to the major-repair list [2].
- Ask the county about septic records, sewer connection and the well report or permit [3] [5].
- Ask the environment department about slate removal support this year [9] [10].
- Ask the eup or myeon office about the improvement loan before you sign [8].
